On August 2, 2017 President Trump signed into law H.R. 3364, the “Countering America's Adversaries Through Sanctions Act”. H.R. 3364, also called “CAATSA,” “strengthens and expands statutory sanctions on Iran, Russia, and North Korea,” among other purposes.
While the new law contains many provisions, some key features include a direction to the President to impose sanctions against Iran’s ballistic missiles or weapons of mass destruction programs; that proposed actions to terminate or waive sanctions involving the Russian Federation must first be reviewed by Congress and that specified executive order sanctions against Russia shall remain in effect; and that, as to North Korea, any “foreign government that provides to or receives from North Korea a defense article or service is prohibited from receiving certain types of U.S. foreign assistance.”
