In a press release published on November 2, 2026, the Office of the United States Trade Representative (USTR) announced President Trump’s intent to terminate Rwanda and South Africa from the African Growth and Opportunity Act (AGOA) trade preference program.

Following the annual interagency review of eligibility under AGOA, USTR stated that the government of Rwanda and South Africa are engaging in “concerning practices” that include “barriers that undermine American trade and investment and practices that pose a threat to U.S. national security and foreign policy interests in the region.”

The termination of AGOA eligibility for Rwanda and South Africa is intended to take effect on January 1, 2027.
