In a proclamation published on April 2, 2026, the White House announced that it was making modifications to the Section 232 tariffs in place for steel, aluminum, copper, and their derivatives.
This proclamation creates a new “de minimis” exemption from respective steel, aluminum, and copper Section 232 tariffs for derivative products that contain less than 15% Section 232 metal content by weight.
A new 25% tariff rate will be applied to steel, aluminum, and copper derivates that do not qualify for the exemption. Additionally, a new 50% duty rate will apply to certain goods of chapters 72, 73, 74, and 76. These tariffs will apply to full value of the imported product. The proclamation also provides an updated annex of derivatives subject to these duty rates.
These metals that are manufactured with 95% or more U.S, metals will be subject to a 10% duty rate. Goods from the United Kingdom that would be subject to the 25/50% duty rates will instead be subject to lower rates of 10/25% respectively.
These changes to Section 232 go into effect at 12:01 a.m. Eastern Time on April 6, 2026.
