Vietnam Will Amend Regulations on Customs Value

On April 16, 2019, the General Department of Customs of Vietnam held the first meeting on amending and supplementing the regulations on customs value found in Circular 39/2015/TT-BTC.

The proposed amendments to the regulations are split into four groups:

  • General regulations, including the rights and obligations of customs authority for valuation;

  • Principles and methods of determining customs valuation;

  • Methods of determining customs valuation, including determining transaction value and deductive valuation methods;

  • Building, managing, and using a risk management portfolio within the database.

Vietnam’s Ministry of Finance is scheduled to sign the draft Circular in June.
