On April 16, 2019, the General Department of Customs of Vietnam held the first meeting on amending and supplementing the regulations on customs value found in Circular 39/2015/TT-BTC.
The proposed amendments to the regulations are split into four groups:

General regulations, including the rights and obligations of customs authority for valuation;

Principles and methods of determining customs valuation;

Methods of determining customs valuation, including determining transaction value and deductive valuation methods;
-
Building, managing, and using a risk management portfolio within the database.
Vietnam’s Ministry of Finance is scheduled to sign the draft Circular in June.
