Vietnam Removed from UK GSP Program, Moves to Free Trade Agreement

Effective January 1, 2023, market access for Vietnam is removed from the United Kingdom’s (UK) General System of Preferences (GSP) program. All trading from that date should be concluded under the terms of the UK-Vietnam Free Trade Agreement (FTA).

Products originating in the UK shall, on importation into Vietnam, benefit from the FTA upon submission of following proofs of origin:

  • A certificate of origin;
  • An origin declaration; or
  • A statement of origin made out by exporters registered in an electronic database in accordance with relevant legislation of the UK.

Products originating in Vietnam shall, on importation into the UK, benefit from this Agreement upon submission of:

  • A certificate of origin;
  • An origin declaration; or
  • A statement of origin made out by exporters registered in an electronic database in accordance with relevant legislation of Vietnam.

In the case of certificates of origin, the UK continues to use the EUR1 format for movement certificates with trade partners that have mutual FTAs with the EU, including Vietnam. These movement certificates are identical to those previously in use, but box 2 of the certificate is now marked as the United Kingdom instead of the EU.
