In a Federal Register Notice (FRN) published on May 28, 2024, the Office of the United States Trade Representative (USTR) released a proposed list of 382 Harmonized Tariff Schedule (HTS) codes that are planned for an increase in Section 301 duties. In addition, the USTR announced proposed exclusions for certain manufacturing equipment classified in Chapters 84 and 85 of the HTS. The USTR also proposed 19 temporary exclusions from Section 301 duties for certain solar manufacturing equipment.

Most of the increases in the Section 301 tariff rates are proposed to go into effect on August 1, 2024, while some future increases in 2025 and 2026 will be effective on January 1 of the corresponding year.

The USTR is also requesting comments on these proposed changes from the trade. You can submit comments beginning May 29, 2024, with the comment period ending on June 28, 2024.
