USTR Announces Additional Exclusions on Lists 1-3 of the Section 301 Tariffs

On September 17, 2019, the Office of the U.S. Trade Representative (USTR) issued three separate notices announcing additional exclusions on products subject to the first three lists of Section 301 tariffs.

The exclusions cover an additional 437 product descriptions, with 310 exclusions from the first list, 89 from the second list, and 38 from the third list.

Product descriptions listed include, but are not limited to:

  • List 1
    • Air conditioning units;
    • Motors of various types;
    • Certain vehicles and parts, including work trucks and airplane parts;
    • Certain equipment used in medical and dental procedures;
  • List 2
    • Various products of plastics;
    • Certain steel products;
    • Electrical parts;
    • Electric motorcycles;
  • List 3
    • Laminated wood flooring panels;
    • Woven microfiber fabric;
    • Certain internal combustion engines and parts;
    • Printed circuit assemblies.

The exclusions are retroactive to July 6, 2018, for the products on list 1, August 23, 2018, for products on list 2, and September 24, 2018, for the products on list 3.
