On August 25, 2022, the U.S. Department of Agriculture announced special import quota #19 for upland cotton. This permits the importation of upland cotton equal to one week’s domestic mill use or 12,641,719 kilograms.
The quota will be established on September 1, 2022. It will apply to upland cotton purchased by November 29, 2022 and entered into the U.S. by February 27, 2023. Entries under this quota can be entered under 9903.52.19. USDA’s announcement notes that “The quota is not divided by staple length or by country of origin and does not apply to Extra Long Staple (ELS) cotton.”
