On March 5, 2021, the U.S. Department of Agriculture announced special import quota #20 for upland cotton. This permits the importation of upland cotton equal to one week’s domestic mill use or 8,648,011 kilograms.
The quota will be established on March 11, 2021. It will apply to upland cotton purchased by June 8, 2021 and entered into the U.S. by September 6, 2021. Entries under this quota can be entered under 9903.52.20. USDA’s announcement notes that “The quota is not divided by staple length or by country of origin and does not apply to Extra Long Staple (ELS) cotton.”
