On July 13, 2023, the U.S. Department of Agriculture announced special import quota #13 for upland cotton. This permits the importation of upland cotton equal to one week’s domestic mill use or 8,623,379 kilograms.
The quota will be established on July 20, 2023. It will apply to upland cotton purchased by October 17, 2023 and entered into the U.S. by January 15, 2024. Entries under this quota can be entered under 9903.52.13. USDA’s announcement notes that “The quota is not divided by staple length or by country of origin and does not apply to Extra Long Staple (ELS) cotton.”
