On January 16, 2020, the U.S. Department of Agriculture announced special import quota #13 for upland cotton. This permits the importation of upland cotton equal to one week’s domestic mill use or 11,008,601 kilograms.
The quota will be established on January 23, 2020. It will apply to upland cotton purchased by April 21, 2020 and entered into the U.S. by July 20, 2020. Entries under this quota can be entered under 9903.52.13. USDA’s announcement notes that “The quota is not divided by staple length or by country of origin and does not apply to Extra Long Staple (ELS) cotton.”
