USDA Announces Upland Cotton Special Import Quota #1

On October 23, 2020, the U.S. Department of Agriculture announced special import quota #1 for upland cotton. This permits the importation of upland cotton equal to one week’s domestic mill use or 5,551,846 kilograms.

The quota will be established on October 29, 2020. It will apply to upland cotton purchased by January 26, 2021 and entered into the U.S. by April 26, 2021. Entries under this quota can be entered under 9903.52.01. USDA’s announcement notes that “The quota is not divided by staple length or by country of origin and does not apply to Extra Long Staple (ELS) cotton.”
