In an Executive Order published on March 24, 2025, the White House announced that a 25% tariff could be applied to countries that import Venezuelan Oil on or after April 2, 2025.

This tariff may be imposed on "all goods imported into the United States from any country that imports Venezuelan oil, whether directly from Venezuela or indirectly through third parties."

The Executive Order states that this tariff will be determined at the Secretary of State's discretion based on a determination from the Commerce Department.

The Tariff on Venezuelan Oil would apply in addition to any other tariffs imposed, including the International Emergency Economic Powers Act (IEEPA), Section 232, and Section 301.

The 25% tariff would remain in place until one year after "the last date on which the country imported Venezuelan oil," or earlier at the discretion of the "Secretary of Commerce, in consultation with the Secretary of State, the Secretary of the Treasury, the Secretary of Homeland Security, and the United States Trade Representative."
