State Department Transitions Certain Items from USML to CCL

On January 23, 2020, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) and the U.S. Department of State (DOS) issued Federal Register Notices revising Categories I, II, and III of the International Traffic in Arms Regulations (ITAR)’s U.S. Munitions List (USML) and transferring items to the Commerce Control List (CCL). 

Categories I, II, and III will be revised to more precisely describe the articles that still warrant control on the USML.  Items no longer meriting control on the USML will be transferred to the Commerce Control List (CCL).  These items will still be regulated by BIS.

These changes will be effective March 9, 2020.
