On September 23, 2025 the Spanish Government adopted the Royal Decree-Law 10/2025 (the Decree) implementing urgent measures for certain activities involving Israel.
According to the Decree, the below measures have been adopted:
- A total embargo on exports and imports of defense materials, dual-use goods, and related technologies to/from Israel;
- A requirement for transit authorizations for defense materials, dual-use goods, and related technologies moving through any territory of Spain;
- Prohibition of transit authorizations for fuels with potential military use destined for Israel;
- An import ban on goods from Israeli settlements outside of Israel, and a requirement to include a postal code and locality to verify origin; and
- A restriction on advertising of goods or services from Israeli settlements.
These measures became effective on September 24, 2025. Pending authorizations for affected goods will be processed under the new restrictions, and existing authorizations will be revoked if they fall within the scope of the embargo.
