Singapore Trade Classification, Customs and Excise Duties 2018 to Go Into Effect

On June 24, 2018, the Singapore Trade Classification, Customs and Excise Duties (STCCED) 2018 will go into effect according to Circular No. 04/2018 issued by Singapore Customs. The STCCED 2018 incorporates the ASEAN Harmonized Tariff Nomenclature (AHTN) 2017, and replaces the 2012 version.

New permit applications must be submitted using the AHTN 2017 HS codes and permits approved prior to the implementation date must be amended using the AHTN 2017 codes, or cancelled. Additionally, several specific HS codes were created for the following vehicles:

  • Go-karts
  • Golf cars
  • Pocket motorcycles
  • Powered kick scooters
  • Mobility scooters
  • All-Terrain Vehicles (ATV)
  • Self-balancing cycles
  • Electric bicycles
  • Vehicles specially designed for travelling on snow

The TradeNet System will be down from 2pm on Saturday, June 23, 2018 to 5:30am on Sunday, June 24, 2018 local time, while Singapore Customs implements the enhancements.
