Reciprocal Tariff Scope for Agricultural Products Modified

On November 14, 2025, the White House issued an Executive Order and Fact Sheet announcing modification to the "scope of the reciprocal tariff with respect to certain agricultural products." 

According to the fact sheet, reciprocal tariffs will be removed for the following products:

  • "coffee and tea; 
  • tropical juices and fruits;
  • cocoa and spices;
  • bananas, oranges, and tomatoes; 
  • beef; and
  • additional fertilizers."

These products have also been added to Annex II of Executive order 14257, and have been removed from the "Potential Tariff Adjustments for Aligned Partners" (PTAAP) Annex where appropriate.

U.S. Customs and Border Protection (CBP) also issued a bulletin via its Cargo Systems Messaging Service (CSMS) that provides operational instruction on the modifications.

The modifications are effective as of November 13, 2025.
