President Trump Issues Proclamation Modifying Several Free Trade Agreements

On December 21, 2018, U.S. President Donald Trump issued a Presidential Proclamation modifying the African Growth and Opportunity Act (AGOA) and other free trade agreements.

The Proclamation modifies the following trade agreements, including but not limited to:

  • Removes Mauritania from AGOA beginning January 1, 2019;

  • Implement United States tariff commitments under the 2004 Agreement with Israel;

  • Adding the Nepal Preference Program to the Harmonized Tariff Schedule beginning January 1, 2019;

  • Continued staged duty reductions for the Korean U.S. Free Trade Agreement;

  • Amendments to certain textiles rules of origin on the Morocco Free Trade Agreement.
