Poland has announced significant amendments to the Polish Sanctions Act and related legislation. The amendments, which took effect on February 26, 2025, aim to strengthen enforcement against the circumvention of European Union (EU) sanctions on Russia. Key changes include:
- Export and Transit Regulations: Entities exporting or transiting restricted goods through Russia or Belarus must now provide detailed end-user information and declare that transit is merely part of a longer route. They may also need to confirm that goods will not be resold or processed in these territories and submit documentation proving customs clearance within 45 days of leaving the EU.
- Import of Wood Products: Importers of wood and wood products must furnish evidence regarding the origin of the wood, including specific harvesting locations and supplier details.
- Penalties and Enforcement: New provisions impose criminal and financial liabilities for violations of EU sanctions, including provisions for the seizure of goods and expanded authority for the National Revenue Administration in sanctions enforcement.
These amendments are part of Poland's ongoing commitment to align its legislation with EU regulations and eliminate potential loopholes for sanctions evasion.
