OFAC Issues New General License for Russian Seafood

In a Cargo Systems Messaging Service (CSMS) bulletin published on February 21, 2024, the Office of Foreign Assets Control (OFAC) announced the issuance of General License (GL) 83A: “Authorizing Certain Transactions Related to Imports of Certain Categories of Fish, Seafood, and Preparations Thereof Prohibited by Executive Order 14068.”

GL 83A is an update to Executive Order 14114, which was originally published on December 22, 2023, and will supersede OFAC GL 83. The CSMS includes a list of the affected Harmonized Tariff Schedule of the United States (HTSUS) subheadings, the conditions required for prohibited seafood to qualify for GL 83A, and the required supporting documentation to be submitted when using GL83A.

GL 83A is authorized through 12:01 a.m. Eastern Daylight Time, May 31, 2024.
