In a press release issued on May 23, 2025, the Office of Foreign Assets Control (OFAC) announced the issuance of Syria General License (GL) 25: "Authorizing Transactions Prohibited by the Syrian Sanctions Regulations or Involving Certain Blocked Persons."
The GL authorizes "all transactions" currently prohibited by the Syrian Sanctions Regulations, except:
- Transactions involving individuals or entities identified on OFAC's Specially Designated Nationals and Block Persons (SDN) List and entities with 50% or more ownership by an SDN entity, not identified in the GL;
- The unblocking of property or interests in property blocked pursuant to any of the OFAC sanctions regulations outlined in 31 Code of Federal Regulations (CFR) part V;
- Transactions "for or on behalf of" the Governments of Russia, Iran, or North Korea; and
- Transactions "related to the transfer or provision of goods, technology, software, funds, financing, or services" to or from Russia, Iran, or North Korea.
According to the press release, GL25 "effectively lift[s] sanctions on Syria". GL25 is effective on May 23, 2025.
