In a Cargo Systems Messaging Service (CSMS) bulletin published on October 23, 2024, the U.S. National Marine Fisheries Service (NMFS) updated the list of Harmonized Tariff Schedule (HTS) codes that require a Certification of Admissibility (COA) from Mexico.

Shipments that are filed using one of the listed HTS are only eligible to be entered if “accompanied by a COA signed by an official designated by the Government of Mexico.”

The COA requirements went into effect for the new HTS codes the day of publication.
