On March 25, 2016 U.S. Customs and Border Protection (CBP) released Cargo Systems Messaging Service (CSMS) #16-000238 which offers clarification on the mandatory Automated Commercial Environment (ACE) transition timeline.

Seven main clarifications were made in the CSMS, including:

  • The corrected required transmission dates for Type 11 Entry Summaries
  • Partner Government Agency (PGA) disclaims are considered PGA data
  • Entry or Entry Summaries filed before March 31, 2016 may be completed in the Legacy ACS
  • Electronic Entries/Entry Summaries that include Animal Plant Health Inspection Service (APHIS) Lacey Act and National Highway and Traffic Safety Administration (NHTSA) may now be filed in ACE

CBP would also like to reiterate that filers should make every effort to file as many applicable Entry Summaries and Entries in ACE.
