In a Federal Register published on September 21, 2015, the Bureau of Industry and Security (BIS) issued a Final Rule, amending the Export Administration Regulations (EAR) in regards to the License Exception Support for the Cuban People (SCP). The scope expansion will help to assist involvement between the U.S. and Cuban people.
The three major areas that this Final Rule will affect are below:
- Support for the Cuban People (SCP) – A number of changes were made to this section including, but not limited to, “Authorizes travelers departing the United States or a foreign country to temporarily export or reexport authorized items to Cuba for eligible end-uses.”
- Consumer Communications Devices (CCD) – To progress the “free flow of information to, from, and among the Cuban people”, the phrase ‘sold or donated’ reference has been removed from this rule.
- Aircraft, Vessels, and Spacecraft (AVS) – For-hire vessels used in goods transport, passenger vessels, and recreational vehicles that comply with travel regulations through the Treasury Department are eligible for temporary sojourns.
