Mexico Restricts Temporary Imports of Finished Footwear under the IMMEX Program

In a notice published in the Diario Oficial on August 28, 2025, The Mexican Presidential Office published a decree that modifies the IMMEX (Maquiladora) program.

In 2024, the amount of finished footwear that was imported into Mexico on a temporary basis using the IMMEX program grew 159% compared to 2023. However, the finished footwear was not exported out of Mexico at a proportional rate. The lack of finished footwear being exported has caused a loss of jobs and has harmed competition in the industry.

In order to project the national industry, Mexico’s President has added 50 statistical breakouts from Chapter 64 that can no longer be imported temporarily under the IMMEX program.

These restrictions on finished footwear imports went into effect August 29, 2025.
