On October 21, 2025, Mexico's Revenue and Public Credit Ministry (SHCP) published a ruling with the Fifth Modification to the Foreign Trade Rules for 2025 that affects several areas of international trade.
The ruling establishes the following:
- Criteria for suspending the importers registry or the sectoral registry for importers and exporters;
- Authorization guidelines for clearing goods outside of an authorized point of import or export;
- Additions to the list of goods considered as luggage for international passengers,
- An increase of the value of goods allowed to be imported free of duty to $500;
- Additional guidelines for the issuance and control of ATA carnets;
- Additional guidelines for the importation or exportation of hydrocarbons, oil goods, petrochemical products and sulfur;
- Relevant information for the temporary entry of goods destined to the World Cup FIFA 2026, and
- Allows corrections to be made to import or export customs declarations (Pedimentos).
Most modifications outlined in the ruling become effective on October 22, 2025, and modifications regarding ATA Carnets are effective November 1, 2025.
