Mexico Published Changes to Mexican Customs Law

In a decree published on November 19, 2025, in the Diario Oficial, the President of Mexico announced changes to 113 articles related to Mexico’s Customs Law.

These changes include differentiation between the Revenue Administration Service and Mexico’s National Customs Agency, new requirements for warehouses which store imported goods, increased responsibilities for customs brokers, the elimination of several waivers, expiration of the customs brokers license, recertification requirements, additional obligations for importers, and an increase in certain fines and penalties.

Most of the changes will go into effect on January 1, 2026, but certain changes enforcement dates will be one or three months after the start of the decree.
