Mexico Introduces New Format E2 Value Manifest

On August 1, 2025, the Mexican Revenue Administration Service (SAT) published “Fact Sheet Number 8” in which informs that new format E2 “Value Manifest” is available for submission through the Mexican Digital Window for Foreign Trade Portal (VUCEM).

The Value Manifest is required on all definitive imports into Mexico and must be provided by the importer of record to the customs broker to justify the declared value of the goods being imported.

The fact sheet states that this new format of value manifest will be required beginning December 9, 2025.
