February 2026 Antidumping and Countervailing Duties Updates

In February of 2026, the U.S. International Trade Administration (ITA) announced several antidumping (AD) and countervailing duty (CVD) determinations, as well as the initiation of investigations. Details on these cases, including affected the related HTS numbers, can be found in the official notices linked below.

Preliminary determinations were published for the following:

  • Preliminary affirmative determination in the AD investigation of unwrought palladium from Russia.
  • Preliminary affirmative determinations in the CVD investigations of crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from India, Indonesia, and Laos.
  • Preliminary affirmative determinations in the AD investigations of hardwood and decorative plywood from the China, Indonesia, and Vietnam.
  • Preliminary affirmative determination in the CVD investigation of certain freight rail couplers and parts thereof from India.

The following AD and CVD investigations were initiated:

  • AD investigation of fresh winter strawberries from Mexico.
  • AD and CVD investigations of citric acid and certain citrate salts from Canada and India.

Final determinations were published for the following AD and CVD cases:

  • Final affirmative determinations in the AD and CVD investigations of float glass products from China and Malaysia.
  • Final affirmative determinations in the AD and CVD investigations of float Erythritol products from China.
  • Final affirmative determinations in the AD and CVD investigations of active anode material from China.
  • Final affirmative determinations in the AD investigation of silicon metal from Angola and Laos; and CVD investigations of silicon metal from Laos and Thailand.
