The October 2018 European Union (EU) Regulation 2016/2031 on protective measures against plant pests, that was adopted on 13 December 2016, will enter into force on December 14, 2019.

The aim of this new regulation is to modernize the plant health regime, enhancing more effective measures for the protection of the EU’s territory and its plants. It also aims to ensure safe trade, as well as to mitigate the impacts of climate change.

One of the changes that will be required beginning December 14th is the obligation for a phytosanitary certificate to be issued in the country of export for most plants entering into the EU.
