EU Commission to Open Application Process for Authorized CBAM Declarants

In a press release published on March 28, 2025, the European Union (EU) Commission announced that Implementing Regulation 2025/486 had been adopted, and it would be opening registration for importers and customs representatives to apply to become an authorized Carbon Border Adjustment Mechanism (CBAM) declarant.

The EU Commission launched the Authorisation Management Module (AMM) on March 31, 2025, in the CBAM Registry. AMM will be program that manages the application and authorization process for CBAM.

The EU Commission encourages the competent authorities to advise importers who expect to exceed the 50 tonnes mass de minimis threshold for the import of CBAM goods to apply for an authorization as soon as possible. The importers who do not expect to exceed the threshold are invited to wait until early autumn to submit the application.

Beginning January 1, 2026, only importers and indirect customs representatives who have the status of authorized CBAM declarant will be able to import CBAM goods.
