In a press release issued on October 23, 2025, the European Union (EU) announced its official adoption of the 19th sanctions package against Russia, intensifying measures in response to continued aggression in Ukraine and growing circumvention risks.

Highlights of the new package include:

  • Russian LNG imports to be phased out by 2027; 117 additional vessels banned.
  • Five Russian banks and eight foreign entities sanctioned for sanctions evasion.
  • Expanded restrictions on dual-use goods, AI, and space services.
  • 11 individuals were sanctioned for involvement in child deportations.
  • New entities in China, India, UAE, and Central Asia have been added to the sanctions list.

As part of the package, the Council also imposed additional measures on Belarus to curb its support for Russia’s war effort.
