Costa Rica Authorizes Electronic Certificates of Origin Under CAFTA-DR Framework

On November 17, 2025, the Costa Rican Ministry of Finance published Resolution MH-DGA-RES-1796-2025 on their official website. The resolution states that the General Directorate of Customs authorizes importers to issue certificates of origin electronically, using their valid digital signature issued by the Central Bank of Costa Rica.

This is based on the Central America-Dominican Republic-United States Free Trade Agreement (CAFTA-DR) which in its Article 4.06 establishes the possibility of requesting preferential tariff treatment based on an electronic certificate issued by the importer.

Resolution MH-DGA-RES-1796-2025 entered into force on November 20, 2025.
