Continued Suspension of Duty-Free De Minimis Treatment

In an Executive Order (EO) published on February 20, 2026, the White House announced the continuation of the suspension of duty-free de minimis treatment. Under the EO, all goods entering the United States remain ineligible for de minimis treatment unless they qualify by a specific exception.

United States and Border Protection (CBP) followed the EO with guidance to inform the trade that the “processes currently in place to file entry and collect duties on shipments that previously qualified for de minimis treatment, including those entering through international mail, will remain in place.”

International mail shipments will continue to follow the processes outlined in Cargo Systems Messaging Service (CSMS) # 66311990.
