Commerce Initiates an AD/CVD Investigation for Carbon and Alloy Steel Wire Rod

On April 18, 2017 the Department of Commerce (Commerce) issued a Fact Sheet announcing the initiation of an Antidumping and Countervailing duty investigation of Carbon and Alloy Steel Wire Rod from Belarus, Italy, Korea, Russia, South Africa, Spain, Turkey, Ukraine, the United Arab Emirates, and United Kingdom.

The Fact Sheet explains that, “The merchandise covered by these investigations are certain hot-rolled products of carbon steel and alloy steel, in coils, of approximately round cross section, less than 19.00 mm in actual solid cross-sectional diameter.”

The International Trade Commission (ITC) is schedules to have its preliminary determination of the cases before May 12, 2017. The tariffs covered under this investigation fall under tariffs located in 7213 and 7227. The alleged dumping margins fall between:

  • Belarus – 161.75% - 280.02%
  • Italy – 18.89%
  • Korea – 33.96% - 43.25%
  • Russia – 214.06% - 756.93%
  • South Africa – 128.66% - 142.26%
  • Spain – 32.70%
  • Turkey – 37.67%
  • Ukraine – 21.23% - 44.03%
  • United Arab Emirates – 84.10%
  • United Kingdom – 147.63%
