China Issues First Round Product Exclusions Decision

On September 11, 2019, the government of China’s State Tariff Committee issued the first round of product exclusions on the retaliatory tariffs issued in response to the U.S. Section 301 investigations.

The exclusions consist of two lists of products covering 16 8-digit subheadings. The products on these two lists will be exempt from additional tariffs from September 17, 2019 to September 16, 2020.

Product list 1 includes 12 subheadings. The importer may apply to Customs for a refund of previously collected duty within 6 months from the date of product list release. Product list 2 includes 4 subheadings, however no duty refunds will be granted. China’s State Tariff Committee will continue their work on product exclusions and publish product lists accordingly.
