In a series of announcements published in October 2026, China's Ministry of Commerce (MOFCOM) and Ministry of Science and Technology (MOST) proposed adding 40 technologies to China's Catalogue of Technologies Prohibited or Restricted from Export. The proposal covers 23 artificial intelligence (AI)-related technologies, five biomedical technologies, and 12 photovoltaic technologies, including core equipment that embodies or utilizes the controlled technologies.
While the proposed Catalogue changes remain open for comment through November 15, 2026, an interim export pre-registration requirement took effect upon publication of the announcement for the specified technologies. The requirement also applies to covered exports that have already commenced but have not yet been completed, including certain transactions currently in transit.
In a second announcement, MOFCOM, the General Administration of Customs, and the Central Military Commission Equipment Development Department published updated export controls covering specified unmanned aerial vehicles (UAVs), related components, software and technologies. The controls include certain engines, autopilots, communication equipment, motors, propeller blades, flight-control and autonomous-navigation technologies and other UAV-related items.
Beginning November 18, 2026, these controlled items will require export authorization. Exporters must also provide relevant technical information in customs declarations, including for certain items whose specifications are close to those of the controlled products. China’s Dual-Use Items Export Control List will be updated simultaneously when these measures go into effect.
