China Announces Increased Export VAT Refund Rates

On March 17, 2020, China’s Ministry of Finance (MOF) and State Taxation Administration (STA) jointly announced the increase of export VAT refund rates for a total 1464 products.

The announcement specified the following changes:

  • The increase of the export tax rebate rate of 1,084 products such as porcelain sanitary appliances to 13%; and
  • The increase of the export tax rebate rate of 380 products such as plant growth regulators to 9%.

These changes are effective from March 20, 2020. The export tax rebate rate applicable to the goods listed in this announcement is defined by the export date indicated on the export goods declaration form.
