CBSA Issues Extension for Importers to Submit Financial Security in CARM

In a news release published on March 26, 2025, by the Canda Border Services Agency (CBSA), announced an extension for importers to post financial security in the CBSA Assessment and Revenue Management (CARM) system for access to the Release Prior to Payment (RPP) program. When CARM launched in October 2024, CBSA granted a 180-day transition period, with a deadline of April 19, 2025.

In response to recent feedback received from stakeholders, CBSA has decided to extend this transition period by an additional 30 days. This now puts the deadline to May 20, 2025, at 3:00am Eastern Daylight Time. Importers who do not post their financial security in CARM by May 20, 2025, will no longer be able to benefit from having their goods released electronically at the border prior to making payment of the duties and taxes. Without RPP, importers will have to pay all duties and taxes before goods can be released.

The RPP program offers benefits like accelerated goods release and improved cash flow. CBSA urges importers to complete this process before the deadline to avoid delays.
