The Canada Border Services Agency (CBSA) has announced upcoming changes to the Single Window Integrated Import Declaration (IID) requirements under the Electronic Commerce Client Requirements Document (ECCRD) Addendum v1.7.

The changes will impact goods regulated under Health Canada’s Consumer Products Program and include:

    • Replacement of existing age-based categories with new product-specific categories;
    • Health Canada matching based on Harmonized System (HS) classification;
    • Introduction of HC99 for goods exempt from Health Canada data requirements; and
    • Updates to Intended Use and cosmetic reporting requirements.

CBSA is expecting to implement the changes in February 2027, to give time for testing and for importers to review affected products to ensure HS classifications, product categories, and applicable regulatory information are accurate and available ahead of implementation.
