CBP to Require PMS Test Participants to Pay Supplemental Duty Bills Via ACH

In a Federal Register Notice (FRN) published on October 16, 2025, U.S. Customs and Border Protection (CBP) announced changes to its National Customs Automation Program (NCAP) test program for periodic monthly statement (PMS).

Participants of the NCAP test “must transmit the payment of supplemental duty bills resulting from an underpayment of estimated duties, taxes, and fees electronically via Automated Clearinghouse (ACH).”

This modification of the NCAP test will go into effect on December 15, 2025.
