CBP to Disable Submission of Export Manifest in DIS

In a Cargo Systems Messaging Service (CSMS) bulletin published on November 14, 2025, U.S. Customs and Border Protection (CBP) announced that it will disable submissions of outbound cargo declarations in the Document image System (DIS).

As of December 1, 2025, “carriers and vessel agents can either submit in hard-copy or the Electronic Export Manifest (EEM) via Electronic Data Interchange (EDI) using the Automated Commercial Environment (ACE) EEM application.”

Those who do not use the EEM application must submit their outbound cargo declarations on hard copy paper directly to the port of departure. Please note that submitting these declarations via port email inboxes will no longer be permitted.
