CBP Publishes Guidance on Tariffs and Duties for Imports from Japan

In a Cargo Systems Messaging Service (CSMS) bulletin published on September 15, 2025, U.S. Customs and Border Protection (CBP) provided guidance on the implementation of the framework agreement between the United States and Japan.

A “baseline” 15% tariff will be applied to “nearly all” imports from Japan. If a product has a column 1 duty rate of:

  • 15% or higher, the HTSUS 9903.02.72 heading will be used, setting the reciprocal tariff rate to zero.
  • Lower than 15%, the HTSUS 9903.02.73 heading will be used, setting the reciprocal tariff rate to 15%.

This baseline tariff will also be applied to Section 232 automobiles and automobile parts.

Products that qualify under the World Trade Organization Agreement on Trade in Civil Aircraft, except for unmanned aircraft, will not be subject to additional reciprocal, steel, aluminum, or copper tariffs.

The guidance also reviews the existing reciprocal tariff exemptions and how to sequence the Harmonized Tariff Schedule numbers through ACE.

These modifications to the Harmonized Tariff Schedule will be published on September 16, 2025.
