CBP Published Guidance on Upcoming Changes to Section 232 Steel

In a Cargo Systems Messaging Service (CSMS) bulletin published on March 7, 2025, U.S. Customs and Border Protection (CBP) provided guidance on the implementation of a 25% import duty on steel articles and derivatives beginning March 12, 2025.

The published guidance reviews the new header Harmonized Tariff Schedule of the United States (HTSUS) classifications for both steel and steel derivatives. Also included is reporting instructions for steel derivative duties that are based on the steel content of the product.

Steel or steel derivatives, admitted in a Foreign Trade Zone (FTZ) on or after March 12, 2025, must be admitted under “privileged foreign status”, unless it is eligible for “domestic status” and will be subject to the Section 232 duties. For products granted “privileged foreign status” prior to March 12, 2025, the rate of duty will be determined by its type of good.

No drawback will be available for these imposed Section 232 duties.

All previous Section 232 tariff rate and absolute quotas will expire on March 11, 2025.
