CBP Provides Guidance on the Reauthorization of PTL Programs

In a Cargo Systems Messaging Service (CSMS) published on February 6, 2026, U.S. Customs and Border Protection (CBP) provided guidance on how the reauthorization of the African Growth and Opportunity ACT (AGOA), Haiti Hemispheric Opportunity through Partnership Encouragement Act (HOPE), and Haiti Economic Lift Program (HELP).

These Preferential Trade Legislative (PTL) programs have been extended through December 31, 2026. Retroactive duty refunds on ad valorem duties paid on eligible import consumption entries or that were withdrawn from a warehouse for consumption during the lapse of these PTLs from October 1, 2025,to February 3, 2026.

The CSMS reviews the process on how to claim the preferential benefits of those trade programs and provides the chapter 98 classifications of the PTLS.

CBP also provided guidance on how importers should request refunds for both liquidated and unliquidated entries that are eligible for a retroactive duty refund.
