In a Cargo Systems Messaging Service (CSMS) bulletin published on October 29, 2025, US Customs and Border Protection (CBP) provided guidance on entry filing instructions on the Section 232 duties on Medium- and Heavy-Duty Vehicles (MHDVs), Medium- and Heavy-Duty Vehicle Parts (MHDVPs) and buses.
The CSMS provides the Harmonized Tariff Schedule numbers and exemptions for the 25% additional ad valorem rate of duty for MHDVs and MHDVPs, and the 10% additional ad valorem rate of duty for buses.
The guidance also reviews how to certify that parts of passenger vehicles and light trucks are being used for automobile production or repair. The duties on these products will be an additional 25% unless they are from the European Union, Japan, or the United Kingdom.
Any goods subject to these Section 232 duties may only be admitted into a foreign trade zone under “privileged foreign status” and will be subject to these additional duty rates; unless the product is eligible for admission under “domestic status.”
Direct identification manufacturing drawback will be available on these duties; no other type of drawback can be claimed.
These additional Section 232 duties will apply to MHDVS, MHDVPs, and buses entered for consumption or withdrawn from a warehouse for consumption, on or after 12:01 a.m. Eastern Daylight Time on November 1, 2025.
