CBP Proposes EEM Requirement for Goods Leaving the U.S. by Vessel

In a notice published in the Federal Register on February 10, 2026, U.S. Customs and Border Protection (CBP) announced a proposed rule to require the advance submission of electronic export manifest (EEM) information for “cargo transported by vessel departing the United States.”

This proposed rule would require vessel carriers or their agents to transmit an initial filing up to 24 hours before the loading of cargo and require the remaining data to be filed two hours prior to the vessel departing. If any data is missing, CBP would be able to hold the cargo until the required information is provided.

CBP is accepting comments on this proposed rule until April13, 2026. Comments can be submitted through the Federal eRulemaking Portal at http://www.regulations.gov/
