On October 18, 2022, in Cargo Systems Messaging Service (CSMS) messages #53676220 and #53676546, U.S. Customs and Border Protection (CBP) issued guidance on recent amendments to the Section 301 China duties. The technical amendments were published in Federal Register Notice (FRN) 87 FR 62486, modifying the description of two exclusions under 9903.88.67. These technical amendments are effective from October 12, 2021, through December 31, 2022.
The conforming amendments were published in 87 FR 62485, aligning with the Harmonized System modifications adopted by the World Customs Organization (WCO). The amendments outlined in Annex I are effective from October 14, 2022, and those outlined in Annex II are effective retroactively from July 1, 2022.
