CBAM Transitional Registry Experiencing Technical Issues

In a press release published on January 29, 2024, the European Commission acknowledged experiencing technical issues related to the EU Carbon Border Adjustment Mechanism (CBAM) Transitional Registry and Import Control System 2 (ICS2). These issues are causing difficulties for reporting declarants in filing their quarterly CBAM report.

In response to the technical difficulties the European Commission:

  • Will add new functionality on February 1, 2024, allowing reporting declarants to “request delayed submission” which grants an additional 20 days to submit the CBAM reports, and
  • Will not impose penalties on reporting declarants who have experienced difficulties in submitting their CBAM report.
