CAPE Phase 3 Deployed

In a declaration filed with the Court of International Trade (CIT), U.S. Customs and Border Protection (CBP) announced that the third phase of the Consolidated Administration and Processing of Entries (CAPE) refund system was successfully deployed on October 6, 2026.

CAPE Phase 3 covers “finally liquidated entries filed by plaintiffs for which the Court has ordered reliquidation.” CBP stated that it notified counsel for the affected plaintiffs on the day of deployment.
